Background

With NeoMed, you can now securely transmit ePrescriptions to pharmacies for Controlled Substances (Drug Enforcement Administration Schedules I, II, III, IV, and V). Exchanging prescription information electronically between physicians and pharmacies improves the accuracy of the prescribing process and saves time. The EPCS feature eliminates the need to print controlled substance prescriptions, streamlines the process for physicians, and helps to control the possible misuse of printed prescriptions. The feature enforces two-factor authentication when electronically prescribing Controlled Substances as required by the Drug Enforcement Administration (DEA).

Onboarding

As part of the NeoMed onboarding process, your organization Administrator will coordinate with Help Center - NeoDeck Holdings Official Website if assistance is needed with identity proofing and obtaining digital certificates.

License and EPCS Registration

Prescribers are required to:

  • Obtain a NeoMed Prescriber License

  • Register for EPCS with NeoDeck Holdings

Identity Proofing and Digital Certificate

Identity Proofing

Identity Proofing is the process by which a Credential Service Provider (CSP) or Certification Authority (CA) validates sufficient information to uniquely identify a person. NeoDeck Holdings has partnered with IdenTrust to provide identity proofing for electronic prescribing of controlled substances (EPCS) and issue digital certificates.

Prescribing practitioners must undergo identity proofing at NIST SP 800-63 Identity Assurance Level (IAL) 3. The binding of the user to the IdenTrust IGC digital certificates comply with DEA requirements for NIST SP 800-63 Digital Identity Guidelines and provide IAL 3 for identity proofing.

Digital Certificate

IdenTrust Global Common (IGC) digital certificates are cross-certified with the U.S. Federal Bridge Certification Authority, enabling trust, and interoperability with a wide range of systems and applications. Each individual IGC Certificate includes both a certificate for authentication/digital signing and a certificate for encryption.

Browser

The certificate must be downloaded by the provider on a personal computer using Chrome, Firefox, Edge or any other browser per provided instructions.

Mobile Authentication

HID Approve app will allow managing and using the EPCS software certificate using an iPhone (IOS) or Android mobile device application.  This will allow the prescriber to approve EPCS prescriptions to comply with DEA requirements. When e-prescribing a controlled substance, the prescriber will use the mobile device to approve or decline the prescription.
